W.P.(C) 8457/2018 The present petition under Article 226 of the Constitution of India prays as follow:- a) "Issue a Writ of Mandamus by directing the respondents to consider the candidature of the petitioner herein for INSPIRE Scholarship program. b) Any other or further relief/direction/order which your Lordship may deem fit and proper may be also passed/issued in the facts and circumstances of the matter, in favour of the petitioners, in the interest of natural justice".

The petitioner applied online for subject scholarship. It is an admitted position that, at the time of filling the online application form, the petitioner omitted to submit the endorsement certificate required to be furnished by the Principal of the College, which was mandatory requirement for consideration of the grant of the subject award scholarship.

Mr. Vikram Jetly, CGSC invites my attention to the essential requirements, which are the pre-conditions for the award of scholarship to urge that, incomplete or wrongly filled up applications or applications that lack due submission of essential documents are mandated to be rejected.

In other words, it is stated that, since the application for scholarship was incomplete, inasmuch as, it lacked the subject endorsement form, the same has been rejected by the official respondent.

In this view of the matter, the present petition is devoid of merit, since the petitioner admittedly did not comply with the mandatory requirement, unequivocally elaborated in the application to the subject scholarship.

The petition is accordingly, dismissed.
