This petition under Article 226 and 227 of the Constitution has been filed by the petitioner inter alia contending that he has invented an instruction which may be useful for preventing of electricity theft. The petitioner, therefore, prays for a mandamus to be issued to the respondents and the statutory authority directing them to approve and use the said instrument which would be also useful in preventing electricity theft. 2.
In our considered view, such a mandamus cannot be issued. These are policy matters to be considered by the statutory authority or the rule makers and the mandamus of the nature prayed for cannot be granted.
