% 23.08.2016 The OA filed by the petitioner before the Central Administrative Tribunal has been dismissed in limine only on the ground that the petitioner has failed to implead the proper and necessary parties. Learned counsels enter appearance respectively on behalf of respondent Nos. 1 and 2 on advance notice.

At the outset, Mr. Duggal, learned counsel for the petitioner submits that the petitioner has no objection to implead necessary parties and for that a proper application would be filed before the Tribunal.
