He submits that the adjudicating authority shall give a fresh hearing to the petitioner and thereafter pass a reasoned order after considering all the pleas of the petitioner, including the plea that the issue already stands concluded by a decision of this Court in LPA No.117/2009 decided on 26.03.2009 titled Union of India & Others Vs. City Bank, N.A.
