% 12.05.2017 The petitioner impugns the transfer order dated 10th February, 2017 in this writ petition filed on 1st May, 2017. Thus, there is delay and laches in challenging the transfer order.

The petitioner had joined the Railway Protection Special Force in 1996 and presently posted as an Inspector. The petitioner submits that he was directed to supervise Breeding-cum-Training Centre in Delhi on 27th August, 2014 and as per the transfer policy he is entitled to serve a minimum tenure of five years before being transferred. 3.
The counsel for the petitioner was specifically asked and questioned since when the petitioner has been in Delhi. No answer is forthcoming. 4.
The reluctance indicates that the petitioner has been in Delhi for more than five years. The order dated 27th August, 2014 whereby the petitioner
was asked to supervise the said Centre, also refers to the petitioner being posted at Daya Basti, Delhi. It would not be appropriate and correct to treat the order/letter dated 27th August, 2014 as entitling the petitioner to another or extended period of five years, before he could be transferred. 5.
It is apparent that there were administrative reasons for transferring the petitioner, which we would not like to reproduce, least they cause prejudice. The service/job is transferable. Lastly, as noticed in paragraph 1 above, the transfer order was passed in February, 2017 and this petition has been filed after nearly three months.

We are not satisfied and do not see any reason to interfere with the transfer order in the present case. The writ petition is dismissed. No costs. SANJIV KHANNA, J.
