O R D E R

% 09.03.2016 We are disposing of this writ petition as per the short affidavit dated 20.04.2015. In our order dated 16.09.2015, we have recorded the fact that the Civil Services Boards have been constituted, but as the notifications had not been filed, we had adjourned the matter.

On the next date, that is, on 28.10.2015, Mr Sanjay Jain, the learned ASG, appeared on behalf of the Union of India and stated that the notifications had been issued. He also stated that the affidavit along with the copies of the notifications would be filed. Thereafter, the said affidavit and the copies of the notifications were filed. The learned counsel for the petitioner had sought time to file a response to the said affidavit and we had granted them two weeks time on 20.01.2016 and that is how the matter had been renotified today.

The learned counsel for the petitioner states that the Civil Services Boards have been constituted in all the States and Union Territories, but there is some lack of clarity with regard to Lakshadweep, Andaman and Nicobar Island and Goa. We are disposing of

this writ petition by directing that if the Civil Services Boards have not been put in place in these three States/ Union Territories, the same shall be done within four weeks. The Civil Services Boards in all the States and Union Territories, which have been notified, shall function in true earnest.
