% 21.09.2016 After some arguments, learned counsel for the petitioner wishes to withdraw the present petition with liberty to file a suit for damages/compensation.

With the aforesaid liberty, present writ petition is dismissed as withdrawn. However, the rights and contentions of all the parties are left open.

It is clarified that in the event the petitioner files a fresh application for grant of motor driving training school licence, the same shall be decided by the respondent in accordance with the extant guidelines and law within a period of eight weeks from the date of filing.
