At the outset, the learned counsel appearing for the petitioner states that he would be satisfied if the petitioner's case is considered as a representation by the Railways and an appropriate decision is taken in that regard. The learned counsel appearing for respondent no.2 (Railways) submits that there would be no difficulty if the petitioner makes a representation to the Competent Authority, Indian Railways. He also assures this Court that if a representation is made within a period of two weeks from today, the same would given due consideration. 2.
In view of the above, the present petition is disposed of by permitting
the petitioner to make a representation within a period of two weeks from today.

It is further directed that if such a representation is made to the Competent Authority, Indian Railways, the same would be disposed of by a speaking order and communicated to the petitioner within a period of six weeks thereafter.

It is clarified that this Court has not expressed any opinion on the merits of the case. And all the contentions and rights of the parties are reserved.

The petition is disposed of with the above observations. The pending application also stands disposed of.
