% 23.08.2018 The grievance of petitioner in this petition is that there is no response to his Representation (Annexure P-9) made on 17th August, 2016.

Although the delay aspect needs to be considered, but since there is no response to petitioner's Representation of 17th August, 2016 (Annexure P-9), therefore, it is deemed appropriate to dispose of this petition with direction to respondent to give a speaking response to it, if not already done. In any case, intimation regarding fate of petitioner's Representation of 17th August, 2016 (Annexure P-9) be made known to him within six weeks from today, so that petitioner may avail of the remedies as available in law, if need be. It is made clear that delay aspect has been left open.
