In furtherance of last order, learned counsel for appellant has filed a report dated 15.05.2024 yesterday itself and copy thereof has been shown. After going through the report, I find the same absolutely unacceptable and unbelievable that even the LAC is not aware about the correct address of the land owner whose land was acquired. Besides, the report does not at all explain as to what steps were taken across this period from January 2018 onwards as described in last order. Costs imposed on the appellant on 22.07.2022 and even on last date has not been deposited and there is no explanation in that regard. Order dated 11.03.2024 describes the laxity on the part of officials of the appellant in detail. impunity with which the directions of the predecessor benches were repeatedly flouted and costs also not deposited. Since the respondent no.1 passed away way back in the year 2018 and even prior to that no steps were being taken for issuance of notice of this appeal pending since 2015, the appeal cannot be proceeded further.

Considering the above circumstances, this appeal is dismissed for non-prosecution. Costs dated 22.07.2022 of Rs. 10,000/- and costs dated 11.03.2024 of Rs. 25,000/- shall be deposited by the appellant within two weeks with DHCLSC and the same shall be recovered from salary of the erring officials, on account of whose laxity or negligence or deliberate inaction, the present appeal has failed. For compliance, a copy of this order be sent to the Divisional Commissioner and also to DHCLSC.
