Learned counsel for petitioners frankly states that his main relief is against Respondent No.4, namely. All India Council for Technical Education (AICTE).

Inasmuch as the said organisation stands notified under Section 15(2) of the Administrative Tribunal Act, 1985, this Court would not have the jurisdiction to entertain this writ petition as a Court of first instance given the law laid down by the Constitutional Bench of the Supreme Court in L. Chandra Kumar v. Union of India & Ors, {1997) 3 see 261.
