The petitioner has preferred the present petition to seek a direction to the police authorities to take proper action against respondent No.3 to provide Personal Security Officer to protect the life of the petitioner. The submission of learned counsel for the petitioner is that the petitioner belongs to Scheduled Caste and he is President of Dalit Samaj Vikas Sangathan. He further submits that the petitioner is a political person. The respondent No.3, it is submitted, belongs to a different caste and, therefore, has been threatening the petitioner with dire consequences. The

petitioner has also given his complaint to the police. In these circumstances, the petitioner seeks protection against any action by respondent No.3 which is detrimental to his life and liberty.

Ms. Vohra has tendered the status report, which is taken on record. As per the status report, an inquiry was conducted in the matter from the local residents and the police station but no specific incident has come to the notice of the police to support the version of the petitioner. The petitioner cannot demand provision of a Personal Security Officer. It is for the State to assess the threat that may be perceived by the petitioner and on the basis of the threat perception, which is founded upon local inquiries and investigation, it is the job of the police authorities to provide such protection as is considered adequate to protect the life and liberty of every citizen.

Accordingly, the respondent authorities are directed to make assessment of the threat perception of the petitioner on the basis of specific instances that he may have pointed out or that he may point out in future and on the basis of the threat perception, the petitioner shall be provided security against any threat from respondent No.3 or any other person.
