At the outset the learned counsel for the respondents states that issuance of passport has not been denied to the petitioner; the petitioner's application is still pending and the matter is yet to be examined. He drew the attention of this court to the provisions of Sections 5 and 6 of the Passport Act, 1967 and submitted that a speaking order would be passed in case the respondents decide to decline the petitioner's application for renewal of her passport. He has pointed out that the grounds for renewal are very limited and the petitioner would have recourse in the event an order adverse to the petitioner is passed.

This Court is of the opinion that it would be apposite if the respondents are permitted to pass a speaking order within a period of two
weeks from today keeping all rights and contentions of the petitioner reserved. It is expected that the concerned authority would also have regard to the order passed by this Court on 05.07.2017 while considering the petitioner's case.

The petition is disposed of with the aforesaid observation with liberty to the petitioner to apply afresh, if aggrieved by the order of the concerned authority.
