% 02.12.2016 Prayer clause of the present writ petition would reveal that the petitioners have treated the High Court as a Court of the first instance. The petitioners also seek implementation of some orders of the Tribunal for which adequate remedy in provided under the Administrative Tribunals Act, 1985. Under Section 27 thereof application for implementation of orders can be filed.

In these circumstances, we would not entertain the present writ petition and would require the petitioners to first approach the Central Administrative Tribunal.

The petitioners have submitted that the matter regarding cadre
restructuring has remained pending since 1994 and the first Original Application No. 187/1999 was disposed of with the following order:- "5.
We, therefore, direct the respondents to consider the representation and take suitable action for the purpose of the modification or the review of the Recruitment Rules and also the cadre structure within a period of six months from the date of the receipt of a copy of this order. OA is accordingly disposed of." 4.
He submits that the said order has not been complied with till date. He has also drawn our attention to order dated 20th May, 2014 in OA No. 895/2013. Be that as it may, it would be open to the petitioners to press and state all facts before the Tribunal and ask for expeditious disposal and orders.
