% 01.03.2016 By way of present writ petition, the petitioner seeks implementation of a decision of the CIC dated 13th March, 2014. In the opinion of this Court, a writ cannot be filed to seek an implementation of the order and judgment passed by CIC. In the event, the petitioner finds that the CIC order is not being complied with, then the petitioner has to resort to proceedings under the Right to Information Act, 2005 (RTI Act), in particular its Section 20. Consequently, the present writ petition is dismissed with liberty to the petitioner to file the proceedings under the RTI Act. However, this Court clarifies that it has not expressed any opinion on the merits of the controversy. Rights and contentions of all the parties are left open.
