% 31.05.2017 Counsel for the petitioners seeks permission to withdraw the present writ petition with liberty to file a fresh writ petition clearly specifying the relief which is prayed for in respect of each petitioner. The Assured Career Progression Scheme was introduced and enforced with effect from 9th August, 1999. It is not retrospective. The employees, who had completed 12 years' regular service, were granted benefit of upgradation immediately. There is a provision in respect of the employees, who on the said date had already completed 24 years of service.

Counsel for the petitioner should examine the said aspects. The writ petition is dismissed as withdrawn with liberty as prayed for.
