% 23.08.2017 Jayanti Parihar, a Havaldar/GD in the Central Reserve Police Force, was injured in a terrorist attack while working at Srinagar Airport on 16th January, 2001. As a result of the injuries, she suffered loss of right upper limb to the extent of 75% disability. Jayanti Parihar expired on 3rd August, 2009 at the age of 42 years. The petitioner, who is the husband of Jayanti Parihar, has filed this petition in 2017 seeking disclosure of reasons for rejection of the recommendation for grant of gallantry award to Jayanti Parihar. We would not like to examine and go into the said issue after nearly 16 years.

Counsel for the petitioner states that recommendation was made in 2003 and the request was rejected in 2005. There is however delay of 12 years thereafter. In our opinion, the petition is clearly barred by delay and laches.

The writ petition is accordingly dismissed.
