O R D E R
% 11.11.2016 Petitioner seeks parole, inter alia, on the ground to maintain social ties with family and society. Address of petitioner has been verified. It is trite to say that if a convict, in a long incarceration, is released on parole at least once a year to meet his family and blend himself with society, it is beneficial for his mental and physical well being. Petitioner is in jail for more than 10 years.
Learned Additional Standing Counsel submits that petitioner was released on furlough in the month of September/October, 2011. He jumped the furlough. He was re-arrested in another case on 20th June, 2012. It is noted that petitioner was released on parole thereafter vide order dated 27th August, 2015 passed in W. P. (Crl.) No.1385/2015. It is not the case that he misused the concession of parole granted to him by Court.
Keeping in mind the totality of circumstances, it is ordered that petitioner be released on parole for a period of one month from the date of release, subject to his furnishing a personal bond in the sum of `10,000/- (Rupees Ten Thousand Only) with one surety of the like amount to the satisfaction of Jail Superintendent. During the parole period, petitioner shall report to the SHO PS Krishna Nagar once in a week, that is, on Mondays at 10:00 am and give his contact number to the SHO. After completion of parole period he shall surrender before the Superintendent Jail. Writ petition is disposed of in the above terms. Copy of the order be sent to the Jail Superintendent for serving it upon the petitioner and for compliance.
