We are not inclined to entertain the writ petition because it suffers from delay and laches.

On August 26, 2016 all candidates who took the preliminary examination for the Delhi High Judicial Services - 2015 were informed that the objections to the answer keys were rejected. List of successful candidates was notified and it was made known that the second stage written examination would be held on October 8 - 9, 2016. Three writ petitions were filed immediately and these were disposed of by this Bench on Septemer 30, 2016.

The instant writ petitioner had earlier filed WP(C) No.8976/2016 W.P.(C) 9475/2016

which was dismissed as withdrawn with liberty granted to file a fresh petition but after observing in the order dated September 30, 2016 that if the second writ petition is filed the issue of the petitioner approaching this Court after one month and the delay and laches would be taken into account. 3.

When a selection process to empanel candidates to join a Judicial Service commences, if there is any grievance concerning the selection process the person aggrieved has to approach the Court promptly and not at his/her own convenience.

The reason is that the larger public interest requires that judicial vacancies are filled up at the earliest. 4.

Conscious of the fact that the decision in the three writ petitions required corrective action to be taken, and the same has been taken on October 01, 2016; simultaneously postponing the date of examination to November 12 - 13, 2016, we dismiss the instant writ petition taking note of the fact that even the earlier writ petition which was filed on September 30, 2016 was hit by delay and laches .
