These Letters Patent Appeals are directed against the judgment handed down by the learned Single Judge on 20 March 2017 denying the writ petitioners/appellants the claim of grant of second Time Bound Promotion Scale then fixed.

Undisputedly, and as is manifest from the record, the appellants had obtained voluntary retirement way back on 29 February 2004. Having opted for voluntary retirement, we fail to comprehend or conceive how Assured Career Progression benefits could have been claimed.
