Learned counsel for respondents however concedes that the application of the petitioner is pending and has now been transferred to the DC (North)/ respondent no.2. Submission of the petitioner is that his application is lying pending with the respondent since the year 2005 but no action has been taken. It is further stated that the petitioner is a senior citizen aged 78 years. The Department shall process the file of the petitioner expeditiously; no time frame can be fixed as the learned counsel for respondents points out that each application has to be taken according priority but the Department will keep in the mind the age of the petitioner.

Petition disposed of in the above term.
