% 11.03.2019 CM NO. 11253/2019 (U/O V Rule 20 CPC for substitution service of notice upon R-2) By this application appellant wants to serve the notice of this petition and applications upon respondent no. 2 by substitution mode. It is stated in this application that notice was sent to the R-2 which was received back unserved with endorsement "not residing". Further, it is stated that new address of the respondent no. 2 is not available petitioner hence, petitioner is not in a position to serve the notice and therefore, it is just proper to serve R-2 through substituted service in local newspaper. Having heard the learned counsel for the petitioner and having perused this application, I am satisfied that the R-2 cannot be served by ordinary means. Therefore, this application is allowed. It is directed that the R-2 be served by way of publication in the daily newspaper "Vir Arjun" (Hindi) Delhi Edition.
