% 05.07.2017 Having examined the Standing Order No. 3/2016, which relates to transfer policy, we are not inclined to interfere with the impugned order. The Standing Order No. 3/2016 is detailed and ensures that there is no discrimination and complete transparency is maintained. 2.

The contention of the petitioner that he should not be posted/transferred to Sringar in the State of Jammu and Kashmir as he is to retire and that he should be allowed to remain at Bawana, Delhi or transferred to Dwarka, Delhi or Kadarpur, Gurgaon, Haryana is not correct for the relevant clause in Standing Order No. 3/2016 also requires that the officer should not have served at the home town/State or nearby place/district/region covered by overnight journey by train for the preceding

two years. The petitioner has been posted in Bawana, Delhi since 9th June, 2014.

Earlier the petitioner from 19th May, 2010 till 8th June, 2014 was attached to the Ad hoc Training Centre of CRPF at village Taralu, Bangalore, Karnataka and was imparting training to the CRPF personnel. This would indicate that the petitioner has been on soft posting since 19th May, 2010.

The petitioner, it is stated, is suffering from Glaucoma. Medical facilities are available in Srinagar in the State of Jammu and Kashmir. The respondents would ensure that the petitioner is provided necessary and required medical care and attention.

At this stage, learned counsel for the petitioner submits that the petitioner is ready and willing to join at Srinagar and thereafter would like to make a representation that before his retirement he may be transferred/shifted to Delhi. It is open to the petitioner to join Srinagar and make a representation. If any representation is made, the same will be considered as per law.

Recording the above, the writ petition is dismissed. SANJIV KHANNA, J.
