In the application seeking condonation of delay, no reason is forthcoming to explain the delay occasioned. However, Counsel for respondent-DDA on instructions submits that petitioner's name would be now put in the draw of lots, subject to verification of documents as per CBI guidelines. Though this petition and pending application are dismissed being hit by delay and laches but the aforesaid undertaking furnished by counsel for respondent-DDA is taken on record.
