The petitioner, who was enrolled as constable/tailor, suffered an order of dismissal in December, 1998. The appeal preferred was dismissed vide order dated 9th April, 1999.

The present writ petition was filed on 02.08.2017. The prayer is to quash the dismissal order of December, 1998, the appellate order dated 9th April, 1999 and for reinstatement.

The petitioner claims that his father expired on 04.07.2001. He petitioner contends that he had engaged an advocate in the year 2003 and had entrusted documents to him. He had preferred a complaint in 2016 in

the Bar Council against the said Advocate. The petitioner relies on representations made.

We find that the petition should be dismissed on account of delay and laches. The petitioner wants the Court to examine and adjudicate an order passed about two decades back. The complaint against the Advocate to whom the papers/ documents were statedly given in 2003 was filed in 2016. Delay between 1999 to 2003 and then from 2003 till 2016/2017, is rather prolonged and difficult to ignore or condone. 5.
