By this writ petition, petitioners basically seek the relief of being granted a particular higher scale of pay on certain grounds, and in the relief clause it is also prayed that the representations of the

petitioners be considered in this regard.

The competent authority which will consider the representations of the petitioners would be the College in question of whom the petitioners are employees, namely, Shaheed Sukhdev College of Business Studies, University of Delhi under whose aegis the college functions and the University Grants Commission which gives the necessary finance to the University and the College.

Learned counsel for the petitioner says that respondent no. 7/ Shaheed Sukhdev College of Business Studies, has forwarded the representation of the petitioners to respondent no. 4/University of Delhi and which has further forwarded their representations to the respondent no. 2/University Grants Commission. 3.

Before issuing a writ of mandamus, it would be desirable that the requisite authority being respondent no. 7/College, respondent no. 4/University of Delhi as also respondent no. 2/University Grants Commission pass appropriate directions orders on the representations of the petitioners giving reasons as to why the prayers of the petitioners can or cannot be accepted. These directions which

are issued would be communicated by the requisite authorities to respondent no.

7/College will accordingly pass orders with reference to the orders/directions of the competent authority whether the reliefs claimed in this writ petition can or cannot be granted to the writ petitioners. 4.

The aforesaid exercise by the requisite authorities be completed preferably within a period of six months from today. 5.

The writ petition is accordingly disposed of in terms of the aforesaid observations, reserving liberty to the petitioners to file appropriate independent proceedings in case the petitioners are not satisfied with the decisions of the aforesaid requisite authorities.
