The short question involved in the present case is whether a ST certificate could be issued to respondent nos. 4, 5 and 6 in Delhi. The learned counsel appearing for respondent nos. 4, 5 and 6 has referred to the Scheduled Caste and Schedules Tribe Orders (Amendment) Act, 1956 and has pointed out that the community "Mina" is included in the second schedule in relation of the State of Rajasthan. 2.
It is the petitioner's contention that the said community "Meena/Mina" is notified in the category of Other Backward Classes (OBC) in Delhi and, therefore, a ST certificate could not be issued to any member of the said community in Delhi.

Respondent no. 3 is present in the Court today and he submits that the
said issue has not been examined and requests that the directions be issued to treat the present petition as a representation. 4.
In view of the above, respondent no.3 is directed to consider this petition as a representation and take an appropriate decision thereon after hearing all concerned parties. Respondent no.3 will decide the representation and communicate his decision to the petitioner within a period of eight weeks from today.

The petition is disposed of, in view of the aforesaid directions. 6.
