% 12.11.2018 CM APPL. 40509/2018 1.
Exemption is allowed, subject to all just exceptions. 2.
The application stands disposed of.
W.P.(C) 10398/2018 and CM APPL. 40519/2018 3.
The petitioner has filed the present petition, inter alia, praying as under:- a.) Issue directions to Respondent No. 1-4 to make & issue guidelines for all Government Employees/Officers against misuse of their power and publication of their detail online without permission of Governing Authority. b.) Direct Respondent No. 1-4 to initiate enquiry against Respondent No. 5 for misusing his position & taking
favours from private companies to maintain & manage his website and face book page.
4.
The petitioner alleges that respondent no.5, who is an officer of the Delhi Government, Department of Revenue (presently posted as an ADM, North-East District, Delhi), is promoting himself through his website - www.mkdwivedi.com. According to the petitioner, the same is contrary to the rules of conduct as applicable to the said officer. 5.
It is also alleged that respondent no.5 is misusing his position and taking favours from private companies to maintain and manage his website and the face book account.
6.
The petitioner states that since the petitioner visits the Revenue Authorities regularly and has found their behaviour to be rude, he has locus to file the present petition and the same is not a PIL. Plainly, the petitioner has no personal interest in the prayers as articulated by him. 7.
Further, if the petitioner finds that the conduct of an officer is contrary to the relevant conduct rules, the petitioner is at liberty to make a complaint to the Appropriate Authority.
8.
This Court finds no reason to entertain the present petition. 9.
The petition is, accordingly, disposed of.
The pending application also stands disposed of.
10.
This would not preclude the petitioner from making any complaint with the Appropriate Authority.
