1. The medical report of the examination of the Petitioner at the Medical Health Centre of the Delhi High Court has been placed on record. There were three readings of the blood pressure i.e. at 11:30 AM, again at 12:10 PM and the third at 12:30 PM on 14th December 2018. In the three readings, in the sitting position, the diastolic measurements were greater than 90 mm. Accordingly, two more recordings were taken on a lying down position at 1:30 PM and 4:30 PM where the diastolic reading was 86 and 90 mm respectively.

2. The manual in question states that consecutive 'sitting blood pressure measurements separated by at least 10 minutes', diastolic greater than 90 mm and systolic greater than 140 "is disqualifying".

3. This Court is unable to unable to accede to the prayer of the Petitioner.

4. The petition is accordingly dismissed.
