% 18.08.2017 The petitioner's grievance is that the respondent National Skill Development Corporation (NSDC) in its Invitation for Proposal (of tenders) for empanelment of law firms to provide legal services support restricted it to incorporated/registered firms in India with a clarification that the firm should be a legal firm with a licence to practice law and provide legal service in India. It is contended that the exclusion of individuals who also would fall within the category of legal professionals or proprietorship firms constitutes an artificial discrimination.

On 11.08.2017, this Court had issued notice and at the same time restrained the respondents from finalising the award of tender.

Learned counsel for NSDC, i.e. the first respondent, on instructions, submitted today that the two criterion would be revised to enable individuals and proprietorship concerns who might be otherwise eligible to bid, to participate in the tender process. An appropriate corrigendum granting sufficient time to all such individuals/proprietorship concerns should, therefore, be consequently issued to enable wider participation. The corrigendum should grant at least two weeks' time to such individuals/concerns. In the light of the above statement, the writ petition is disposed of along with the pending application.
