% 22.10.2018 Impugned order of 20th September, 2018 (Annexure P-10) is bereft of reasons.

The purpose of calling upon respondent-EDMC to give a prior notice to afford an opportunity of hearing to petitioner was to give a speaking response so that merits of the case could be examined. This Court is informed that the impugned order has been followed by sealing of the premises in question. Be that as it may. Since impugned order (Annexure P-10) is a non-speaking order, therefore, it is set aside with direction to respondent-EDMC to give a speaking response in light of petitioner's Reply of 19th March, 2018 to show-cause notice of 9th March, 2018, within a period of two weeks from today, so that petitioner may avail of the remedies as available in law, if need be.
