1. Mr. Ankur Chhibber, learned counsel for the Petitioner is in some difficulty today.

2. The report of the Army Hospital (R&R) dated 14th December 2018 has been placed before the Court. It is signed by a three-member Board. The Presiding Officer is a Senior Advisor, Surgery & Plastic Surgery whereas one member is a Senior Advisor, Orthopaedic and Joint Replacement Surgeon. The third member of the Board is a Lt. Colonel specialising in Surgery and Paediatric Surgery.

3. The opinion is that "normal range of movement opposite to the natural ROM axis is acceptable as 10 degree as per IAP. The hyperextension elbow W.P.(C) 11303/2018

is stated to be more than 10 degrees" and therefore the Petitioner has been declared again unfit.

4. In that view of the matter, no further directions are called for.

5. The petition is dismissed.
