The petitioner has filed the present petition, inter alia, praying as under:- "a) Direct the Respondents to make the red light functional and allow the pedestrians to cross the road from Gate No. 1 of AIIMS hospital towards gate no. 2 of Safdarjung Hospital till the construction of the foot over bridge. b) Alternatively direct the Respondents to build foot over bridge outside the Gate no. 1 of AIIMS Hospital." 3.

This Court is informed that there is an underpass for the persons to cross the road in question.

This Court is also informed that an overhead

bridge is intended to be built.

The decision as to whether a red light is to be provided at a particular point is a matter for the experts to decide. It is for them to take into account the congestion that may be caused due to a red light and other allied factors. Plainly, this Court is not competent to supplant its views over that of the concerned authorities.

It would, thus, not be apposite to entertain this petition. The petition is, accordingly, dismissed.
