Learned counsel for the respondents has appeared on advance notice and stated that this Court should not entertain the present petition because it lacks the territorial jurisdiction and besides, the petitioner has not exhausted his alternative remedies. At this stage, learned counsel for the petitioner has sought liberty to approach the Appellate Forum with a plea and requested that the same be considered on its merit. In case the petitioner files the appeal within three weeks from today, the same shall be considered on its merits and the decision be conveyed directly to the petitioner. All rights and contentions are reserved.
