Petitioner, vide subsequent Representation of 14th May/21st August, 2018 (Annexure P-14), seeks reconsideration of impugned order of 23rd May, 2017 (Annexure P-5).

Since the impugned order of 23rd May, 2017 (Annexure P-5) is not speaking one, therefore, it is set aside, with direction to second respondent to give a speaking response to petitioner's Representation (Annexure P-14) within a period of twelve weeks and its fate be made known to petitioner within a week thereafter, so that petitioner may avail Page | 1
