% 05.07.2017 Learned counsel for the parties agree that the present writ petition should be treated as representation which would be decided by the respondents.

The petitioner will also make a written representation within a period of three weeks from today.

We clarify that we have not expressed any opinion on merits and also on the question whether petitioner is entitled to any relief and also on the issue of limitation. We clarify that it is also open to the petitioner to rely upon the decision of Supreme Court in Dharamvir Singh v. Union of India & Ors, (2013) 7 SCC 316. The representation made by the petitioner would be disposed of within a period of eight weeks from the date the

representation is received.

The petitioner if aggrieved, is given liberty to challenge the decision on his representation.

With the aforesaid observations, the present writ petition is disposed of.
