% 07.02.2019 The common issue involved in these petitions is the installation of
security gates by private parties/residents' welfare associations in the area known as Kapashera Estate, New Delhi.
Pleadings in the matter are not complete.
Let pleadings as between the parties be completed by the next date. SDMC (Respondent No.2 in both petitions) and SDM (respondent No.4 and respondent No.1 in W.P.(C) No.8242/17 and W.P.(C) No.6133/18 respectively) are directed to file specific affidavits on whether the issue of installation of security gates by private parties/residents'
welfare associations in colonies, which invariably entails installing guard boxes/security posts on public roads, is a matter amenable to action by the Special Task Force set-up by the Delhi Development Authority vide Office Memorandums dated 25.04.2018 and 23.05.2018 issued under directions of the Supreme Court in Writ Petition (Civil) No. 4677/1985 titled "M.C. Mehta vs. Union of India & Ors."
Let such affidavits be filed within four weeks, with advance copy to opposing party.
Re-list on 30.04.2019.
