O R D E R

% 26.11.2018 This Court is of the opinion that the petitioner's grievance with respect to the impugned order including the absence of any previous effective hearing or opportunity as well as other contentions on merits - such as the purity of the gold etc. are matters that can be examined appropriately by the appellate authority. In case, the appellant approaches the Commissioner (Appeals) within two weeks, the appeal shall be heard on the merits in accordance with law. The Commissioner shall deal specifically with all contentions raised - with respect to allegations regarding violation of natural justice as well as on the merits and pass a reasoned order on these aspects.
