% 25.09.2017 Since an identical writ petition filed by the petitioners was dismissed as withdrawn by an order dated 30.8.2017, no liberty was sought to file a fresh petition.

In our view, the present writ petition is misconceived and it should be dismissed with heavy costs so that a clear message is sent. Learned counsel for the petitioners, at this stage, wishes to withdraw the writ petition. The explanation rendered in filing of the writ petition is accepted. The writ petition is dismissed as withdrawn, with a note of caution.
