Petitioner has been granted promotion from 01.10.2016 but she seeks promotion from 01.07.2014 when her juniors were promoted. Petitioner has made representation of 21.02.2017 (Annexure D Colly) to third respondent and according to petitioner, she does not know about fate of the representation. Learned counsel for respondent No.2 to 5 submits that the representation has to be dealt with by fourth respondent under whom petitioner is working.

Even if it is so, still third respondent ought to have forwarded petitioner's Representation (Annexure D Colly) to fourth respondent. Learned counsel for respondent No.2 to 5 submits that petitioner's Representation will be decided by fourth respondent within a period of 8 weeks.

In view of the aforesaid, without getting into the aspect as to whether petitioner's Representation has been forwarded by third respondent to fourth respondent or not, petitioner is granted an opportunity to make a comprehensive and concise Representation to fourth respondent within a week. It is made clear that as and when fourth respondent receives petitioner's Representation, it be decided within a period of 8 weeks and by passing a speaking order and the fate of the Representation be made known to the petitioner within a week thereafter, so that petitioner may avail of the remedies as available in law, if need be.
