O R D E R

% 06.11.2017 This writ petition seeks release of the petitioner on parole for a period of three months to re-establish social ties with family members and society. The petitioner has been punished with a sentence of life imprisonment. A perusal of the petitioner's Nominal Roll dated 20.09.2017 reveals that his conduct in jail has been satisfactory since the start of his incarceration; for about five years seven months and seven days. He had earlier been released on parole/furlough on three occasions i.e. once by this Court for a period of four weeks with effect from 22.03.2016 to 19.04.2016 and twice by the DG (P) for a period of three weeks each from 04.07.2016 to 25.07.2016 and 05.12.2016 to 26.12.2016; the petitioner has not misused the liberty granted to him.

A person in long incarceration is entitled to parole in order to reestablish social and family ties and for his mental and physical wellbeing. In view of the foregoing, the Court finds no impediment in allowing the present petition. Consequently, the petitioner is enlarged on parole for a period of four weeks from the date of his release on his furnishing a personal bond in the sum of Rs.10,000/- with one surety of the like amount to the satisfaction of the Jail Superintendent concerned subject to the following conditions:- (1) The petitioner shall report to the SHO, concerned Police Station Sultanpuri, Delhi, once a week on every Tuesday during the period of parole.

(2) The petitioner shall furnish his mobile telephone, which he undertakes to keep operational at all times, to the SHO concerned. (3) The petitioner shall not leave the territory of NCT of Delhi. (4) The petitioner shall surrender before the jail authorities at the expiry of the period of parole.

With the above directions the writ petition is disposed off. A copy of this order be given dasti to the learned counsel for the parties.
