OMP (ENF.) (COMM.) 146/2017, IA No.13579/2017 The decree holder seeks to execute the arbitral award dated 31.03.2017 against the judgment debtor. Admittedly, the judgment debtor is neither residing nor having any movable/immovable assets within the territorial jurisdiction of this Court. The decree holder has sought issuance of Transfer Certificate per Order 21 Rule 5 of the CPC in favour of the High Court of Chennai.
