The petitioner has filed the present petition, inter alia, praying that the directions be issued to respondent no.2, Foreigners Regional Registration Officer (FRRO), to remove the name of the petitioner's wife - Lilia Puzenko who is a Ukraine National - from the black list so that her case for a visa can be considered.

It is stated that Ms Lilia Puzenko had come to India on 03.11.2016 on a tourist visa. Her visa was for a term of six months with effect from 19.10.2016 and this period expired on 18.04.2017. 3.

The petitioner states that his marriage to Ms Puzenko was solemnized on 13.06.2017 according to Muslim rites and customs and the same was duly registered with the SDM Dwarka on 25.07.2017. Ms Lilia Puzenko left India on 27.07.2017 after obtaining an exit permission from the FRRO on 24.07.2017.

The grievance of the petitioner is that his wife has not been issued another visa to visit him on account of being blacklisted. It is stated that a representation dated 22.08.2017 seeking removal of Ms Lilia Puzenko's name from the black list has been submitted by the petitioner to the Deputy Secretary (Visa) Foreigner Division, Ministry of Home Affairs, which is pending.

In view of the above, this Court considers it apposite to direct that the said representation be considered and disposed of as expeditiously as possible. In the event, the concerned authority decides not to remove the name of the petitioner from the blacklist, it shall pass a reasoned order for the same.

The petition is disposed of.
