% 30.10.2015 At the outset, learned counsel for the respondents submits that this Court lacks territorial jurisdiction and that the petitioner has now been released from close arrest. The petitioner's grievance pertains to APAR gradings recorded in Jammu and SCOIs, some of which were conducted in Jammu and some in Haryana.
The Court clearly lacks territorial jurisdiction. In these circumstances, the writ petition along with the pending application is rejected.
