This application is, accordingly, disposed of. W.P.(C) No. 13832/2018 Issue notice. Learned counsel appearing on behalf of respondent nos.1 & 2 accept notice.

With the consent of the parties, the petition is taken up for final disposal.

Keeping in view of the reasons stated in the present petition and submission of counsel for the parties, I hereby dispose of the present petition directing the respondents to dispose of the representation dated 05.04.2016 which is at Annexure P-9 in view of the judgment of Hon'ble Supreme

Court in case of BIS vs. R.P. Singh decided on 06.02.2006. The decision shall be taken within four weeks from the receipt of this order and the decision taken shall be communicated to the petitioner in writing within one week after the decision.

Needless to say that if the petitioner is still aggrieved, he may challenge the decision before the appropriate Forum. The petition is, accordingly, disposed of.
