The petitioners (sixteen in number) have filed the present petition, inter alia, praying as under:- "a. Issue a writ, order or direction in the nature of Mandamus in favour of the Petitioners and direct the Respondents no. 1 to 5 to take coercive and appropriate action against Respondents no. 7 to 28.
b. Issue a writ, order or direction in the nature of Mandamus to the Respondent no.l to 5 to seize and
confiscate the passports of the Respondents no. 9 to 28 so that are not able to flee the country or else take any other necessary steps so that Respondent no. 9 to 28 are restrained from leaving the country.
c. Issue a writ, order or direction in the nature of Mandamus in favour of the Petitioners and direct the Respondents no. 1 to 5 to seize and freeze the bank accounts and attach the assets of Respondents no. 7 to 28 to safeguard the money invested by Petitioners. d. Direct the Respondents no. 7 to 28 to produce before this court the details of assets belonging to Respondent no.7 and 8 and personal assets of Respondents no. 9 to 28. e. Direct the Respondents no. 7 to 28 to desist them from alienating their assets-movable or immovable during the pendency of this petition to safeguard the money invested by Petitioners.
f. Issue appropriate writ, order or direction to the Respondent no.1 to 5 to issue look out notice against Respondents no.9 to 28 as the said Respondents are untraceable despite various attempts on part of Petitioners. g. Issue a writ, order or direction in the nature of Mandamus to Respondent no. 6 to place before this court the details of all approvals, compliances and verifications, related to setting up of private educational institutions, of the Respondent no. 7 and Respondent no. 8, which are running a business of embezzlement of funds without approval from a regulatory authority.
h. Issue directions to the Central Bureau of Investigation to set up a Special Investigation Team to enquire/investigate the matter and conduct a time-bound probe into the same as there appears to be a collusion between Respondents no. 7 to 28 and Respondent no. 5 having regard to the fact that the Respondent no.5 is not willing to register FIR against
Respondents no. 7 to 28 despite various complaints given by Petitioners and other persons."

The petitioners allege that they had relied on the assurances of the respondents and their presence in the education sector and had invested huge sums in the said schemes. It is the petitioners' case that they had advanced monies on the basis of a lucrative offer of interest ranging from 18% to 20%. It is also stated that the interest was to be adjusted against the school fees payable by them.

A plain reading of the petition indicates that it is bereft of any particulars. The petitioners have not provided any details as to the amounts paid; the manner in which the payments were made (whether the amounts were paid in cash or cheque); and the entities in whose favour the amounts were paid.

Only general allegations have been made in the petition. In view of the above, this Court does not consider it apposite to entertain this petition. The same is dismissed with liberty to the petitioners to file a petition stating all relevant facts with material particulars that are relevant to their case. VIBHU BAKHRU, J SEPTEMBER 26, 2019 MK
