W.P.(C) 13937/2018 & CM Appl. 54578/2018 The petitioner's grievance is that the processing of award of contract, pursuant to a tender issued on 24th July, 2018 has been prolonged and it has caused prejudice. According to the averments in the petition, at the stage of opening of the financial bid on 28th August, 2018, it was discerned to be the lowest tenderer (L-1). Since the award of the contract is for security services, which implies that successful tenderer has to deploy its personnel on a short notice, the court is of the opinion that the respondents should decide the matter expeditiously, preferably in six weeks. W.P.(C) 13937/2018

In case the petitioner is declared L-1, reasonable time having regard to the contractual condition, shall be given to it to deploy the security at places required.
