This petition has been taken up suo motu on the basis of the newspaper clippings stating that three minor girls are missing from Kilkari Rainbow Home for Girls, a Delhi Government controlled orphanage in North Delhi, Kashmere Gate, Delhi.

It was represented by the learned Sr.Standing Counsel for the GNCTD on 16.12.2015 that two of the missing girls have been traced. So far as the third missing girl is concerned, it is stated that various steps have been initiated for tracing the girl. Pursuant to our earlier order dated 31.08.2016, the Station House Officer, Police Station, Kashmere Gate, Delhi filed the following status report dated 05.11.2016 explaining the steps taken for tracing the third missing girl:

"Brief facts of the case are that on 02/11/2015 a case vide FIR No.565/2015 was registered on the complaint of Ms Razia, Manager of Kilkari Rainbow Home, Kashmere Gate, Delhi. Complainant stated in her complaint that three minor girls namely (1) Meena D/o Sh Ranjeet R/o Village Ghagra Baran, P.S. Gopur, District Burai, Asam Age 17 years (2) Heena D/o Sh Kalam Hussain R/o Jhuggi No.125, Rakhi Market, Zakhira, Delhi Age 15 Yeras (3) Sonam D/o Sh Santram R/o Village Borwalia, P.S. Karnal Ganj, District Gonda, U.P. Age 17 years wre escaped from Kilkari Home at about 5 A.M. on 02/11/2015.

During course of investigation all sincere efforts were made to search and trace all the three missing girls and two girls namely Heena aged 15 years and Meena aged 17 years have been recovered. Heena D/O Sh Kalam Hussain has been restored to her parents and Meena D/O Sh Ranjeet is staying at Kilkari home till her home is located on and the direction of CWC.

Sincere efforts are being made to trace the remaining missing girl Sonam D/O Sh Santram. Once again missing persons form for this girl is filled up and sent to District Missing Peson Unit Vide No.2092/P.S. Kashmere Gate, Delhi dated 02/11/2016. The information, description and all other details have been once again sent to National Crime Record Bureau and State Crime Record Bureau vide No.2092 & 2095/P.S. Kashmere Gate, Delhi dated 02/11/2016.

WT Message flashed to all SSsP in India and all SHO in Delhi once again vide No. 2098/P.S. Kashmere Gate, Delhi dated 02/11/2016. Information, description including photographs of missing girls have already been uploaded on ZIP Net promptly within 24 hours and same is being checked on regular basis. Information with all details have been sent to CBI once again vide No.2094/P.S. Kashmere Gate, Delhi dated 02/11/2016.

Once again on 02/11/2015 the Hue and Cry notices have been issued and displayed at all prominent places like Railway Stations, Bus Terminals etc. Wide publicity was done at busy markets, Hospitals and various shelter Homes etc.

Reward of Rupees 20,000/- has already been declared in order to generate public interest into the matter and extract information from general public regarding the clue about missing girl. Regular search is being carried out at Old Delhi Railway Station, New Delhi Railway Station, Gurudwara Shishganj, Hanuman Mandir and Chandni Chowk area but no clue. Information of missing girls has been shared with nearby police stations and district to get clue about missing girl.

Nearby shelter home, hospitals i.e. Aruna Asaf Ali, Bara Hindurao Hospital, Trauma Center etc. and Nari Niketan are regularly being checked to get some break through about the missing girl. Once again on 03.10.2015 Head Constable Rakesh No.252/N was sent to the available address of missing girl Sonam. Head Constable Rakesh No.252/N conducted the enquiry from the Gram Pradan namely Ms Ishrat Jahan, Gram Pradhan of Village Village Borwalia, P.S. Karnal Ganj, District Gonda, U.P. and her statement is recorded wherein she stated that none of the girl of that village is missing/kidnapped. She also stated that there are three persons namely Sant Ram and out of three two have already expired and their daughters are above 45 years of age and daughter of third Santram is aged 25 years who is married for the last 05 years and residing with her in-laws at village Ragadganj, District Gonda, U.P. Statement of Shri Pradeep Singh S/O Shri Jai Bahadur Singh R/O Village Borwalia, P.S. Karnal Ganj, District Gonda, U.P. was also recorded in this regard.

Enquiry from another village namely Borwalia Kurmi, P.S. Katra Bazar, District Gonda, U.P. was also conducted by High Court Rakesh No.252/N and statement of Gram Pradhan of this village namely Shri Ram Sabha Verma S/O Ram Tez Verma, Pradhan of Village Borwalia Kurmi, P.S. Katra Bazar, District Gonda, U.P. is recorded in this regard wherein he stated that there is no girl namely Sonam is missing from that villages.

The photographs along with details of missing girl Sonam are once again being published in leading newspapers. The request for the same has been sent to Police Head Quarters vide No.2096/P.S. Kashmere Gate, Delhi dated 02.11.2016. Sanction for the same is expected to be received shortly.

All out efforts are continued to trace the missing girl Sonam, undersigned is ready to abide by any direction passed by the Hon'ble Court."

In the light of the above Status Report, we consider it appropriate to close the writ petition with a direction to the respondents to make all the necessary efforts for tracing the missing girl. 4.
