Mr. Sabharwal, learned Counsel for the respondents, is agreeable to a disposal of this writ petition in terms of the orders dated 28 July 2023 read with the order dated 21 November 2023 with a clarification that this case has been decided on its own peculiar facts and shall not be treated as a precedent. That clarification is already contained in the order dated 21 November 2023. Nonetheless, it is reiterated that this case shall not be treated as a precedent. 2.

The petition stands disposed of in the aforesaid terms. 3.
