By this writ petition, the petitioners seek employments with respondent no.1/Hardayal Municipal Public Library. It is not in dispute between the parties that whenever the respondent no.1 frames the necessary recruitment rules for appointment to different posts of respondent no.1, then petitioners on satisfying the eligibility criteria will be entitled to participate in the selection process in terms of the relevant recruitment rules. I may also note that in W.P.(C) No.11906/2009 decided on 25.9.2009, a learned Single Judge of this Court has observed as under:- "17.
In Paras-40 & 41 of the Report (Annexure P-6), remedial measures have been suggested, which the management of the
respondent-Library is bound to undertake, preferably within a period of four months from today.
Respondent-Corporation is directed to ensure its compliance.
It goes without saying that respondents are required to submit 'Compliance Report' to this Court before this financial year comes to an end. Registry to place the Compliance Report for perusal of the Court." 2.
It is not disputed that the aforesaid para 17 has become final because this judgment dated 25.9.2009 has become final as challenges by the petitioners before a Division Bench of this Court as well as before the Supreme Court have failed. In any case, para 17 however will govern the parties.

In view of the above, this writ petition is disposed of noting the finality of para of the judgment dated 25.9.2009 in W.P.(C) No.11906/2009 and respondent no.1 will act accordingly with respect to making of service rules and carrying out recruitments in terms of recruitment rules.
